Does NH law permit damages from injury on an icy sidewalk against the owner of a nearby building?

A. If the sidewalk is for public usage the owner of adjacent property is usually not liable for injury caused from snow or ice on the sidewalk. If the owner of the adjacent property caused the dangerous condition on the public sidewalk, they could be responsible for your injury. Some examples where the property owner may be liable are design defects of their property: gutters running onto public sidewalks, and snow falling off the building roof onto nearby sidewalks.
